What happens if teeth are not removed

My 13 yr old son has two wisdom teeth that are fused to the bone along with one molar right next to one of the wisdom teeth. He also needs 7 baby teeth removed. The original recommendation came from an orthodontist. The Maxiofacial surgeon agrees and wants to do this in a hospital under genera anestheia. I agree ,I don't want him to feel a thing or know whats going on. The problem is the insurance co. will not pay for extractions,so therefore will not pay for the hospital,anestheia, or surgeon. My questions are . First and foremost won't the teeth effect the growth of the jawbone? secondly, if it does then isn't this a medical issue now that the bone is involved? lastly, How can I put braces on him if all of this other work is not done ? I don't have much money and certainly not the thousands that this is going to cost. So what do I do now?
